Dr. Rapciewicz holds a Doctor of Business Administration in Information Systems Management and an MBA and BBA in Project Management. Before building Always Faithful Insurance Agency, he spent 25 years in federal program management with the U.S. Navy, where he directed a $3.1 billion Foreign Military Sales shipbuilding program, oversaw more than $100 million in federal technology and acquisition contracts, supervised teams of 25+ engineers, logisticians and analysts, and briefed senior leadership on risk and program status.
He applies that discipline to insurance work: Agile and Lean Six Sigma process improvement, ISO 9001:2015 lead auditing, regulatory compliance, standard operating procedures and data-driven reporting. He also designed and built the Semper Fi Home Inspection app, used in 36 countries, and his peer-reviewed research includes Strategic Structural Contingency Theory: A Multidimensional Organizational Alignment Framework (2026) and work on supply chain technology strategy.
He is a U.S. Marine Corps veteran and Purple Heart recipient, a licensed insurance broker in 21 states, a CSLB-licensed contractor since 2009 and an InterNACHI Certified Master Inspector.
